I want to say that this shows great potential, and good vision. A couple of suggestions I have are with some items in the piece itself. For example the roses and I-beam and telephone pole as well as similar colored items could use some value variation to make them seem like they're made of different materials. The color of the man's tears should be a different color than his shirt and mask, or a lower opacity since this looks like you're using a digital platform. With all that in mind I do feel like the ghostly figure was executed with great care, it looks fantastic. As for tonal shifts (shading and highlights), I would refer to other comments and look at other artists' illustrations for references.
Wow, I was just about to start coloring this piece myself. This looks amazing, though I feel like the moon needs a little glow to it (provided that's a moon in the sky o.o). The contrast between the skyline and the spotlight neatly frames up the piece even more than the lines themselves. However, the spotlight is in tangent with the telephone pole's bottom bar. I'm surprised somebody can color this quickly.
